This will increase the Fear of Law, so anyone committing crimes even the petty one will think at least 10 times.

Another horrifying story of a cab driver raped a young girl.   I had been wondering  will this ever End.

Was this is a One of Incidents which grabbed attention of the city.  As per the quote below lines from an Indiatoday’s article, 92 women raped in India everyday and 4 in Delhi.

“Ninety-two women were raped on an average every day in India and the national capital with 1,636 cases recorded the highest number of such crimes among all cities last year.”

This is so shocking.  This is only the data which went on records.   There might many which didn't go on records, due to social pressures.  Slightly lower variants of Crime against women which go unnoticed are molestation, eve-teasing, physical assault.

Then there are other crimes committed in all sort of magnitude, petty crimes, big crimes, etc.

Why is this happening?  How this tendency got build?

Let’s look at the mindset of why this is happening or where does it starts.

Have you ever imagined, how many crimes did you committed till now in your life? Rather how many did you committed today?

Instant reply of most of Us would be, I never committed any crime, What are you talking about?.  Whether knowingly or otherwise, most people commit crime daily.  Yes, that's true and whether you realize it or not.  When going to your office in hurry you jumped that red light, or you took the liberty of stepping over the stop line on that traffic signal, or driving to the middle of the red light, even if it just saved you a few seconds on a day, and on another day it caused traffic jam because more people tried to save there few seconds; resulting in hours lost for everyone; flipping your lane when it wasn't necessary.  There are so many examples and we all discuss this everyday with colleagues, friends, every day.

Have you ever realized that this might be leading to Rape and Other heinous crime.  I know your spontaneous response here would be !! REALLY and HOW !!
Everytime you do that, you are instigating others to do the same this leads to the Lack of Respect and Fear for the laws of the land.  Every time someone do this, realization that Law will never be able to catch you and punish becomes stronger.  Worst is you only got caught in a few month, you could easily got away by passing a few buck.   I hope everyone has a story for this one.  RIGHT?

Do you ever realize this is the most frequent encounter we have with law and law enforcement?   I have been to several other countries and also spoken to several of my friends on this.  The 2 thing which they are most fearful of, is breaking the traffic rules and throwing of that piece of paper or a can of soda anywhere on the streets.   I have never heard of them talking about steal something at neighbor’s house or use a pin to get that cable connection.  Probably that’s too big a crime in line.

How to fix this?

A very common discussion - there is need for people to be more sensible, responsible and aware, etc.   The media had been talking about this all over and about social responsibility.   This might have helped very little. All of us have to go through that pain every now and then; whenever the incident is repeated.  We all have been sensible, its just a few notorious people who are creating all this mess.  The problem is that we all had bad experience and blames others.  If you start looking around, 8 out 10 people become more sensible with each such incident, and those involved in wrong doings become more FEARLESS.

ENFORCEMENT IS THE KEY !!  ENFORCE THE PENALTIES, FINE DILIGENTLY !!   

There is a real need to increase the law enforcement, right from the basic level.  Fine every traffic violation, right from crossing the stop line, to throwing of garbage on road and streets.   This always works 10 times better then a traffic cop managing the traffic on a crossing all through the day, and had to be done everywhere.   

I would like to quote a small incident, I had been caught on a few occasions for jumping a signal, and I could easily get away paying minor fine of Rs 100 or so.  Each time a paid a fine, I was more careful next time, especially on that particular section. 

Who would want to pay an extra buck for standing 2 feet ahead of stop line.  No Fun - Right?

Enforcement is the Biggest deterrent and Fastest way to Prevent Crimes.  Enforcement on petty crimes lead to prevention of the bigger crimes from happening.


HEAVY PENALTIES!! CREATE EFFECTIVE DETERRENT

Further, a big deterrent is the amount of fine you have to pay and the frequency of getting caught.   If fines are minor we tend to forget, unless it is becomes more frequent.   However, I am strong spokesmen of bigger tickets, which itself is a big deterrent.  But, if the tickets are big, and nobody is enforcing it, it would still lead to no results.

So, Enforcement had be combined with Heavy Penalties making it Effective.

AUDIT AND PREVENT CRIMES LEADING TO OTHER HEINOUS CRIMES !!

The last element is to proactive monitor and prevents crime from happening.  In most of the severe incidents, there was negligence involved.   Either the Bus didn't had permits or was not supposed to be on the route.   The Cab service wasn't following all the required protocol of verification and tracking.  The corporate not following the suggestive the policy of providing security in cabs.  

The Cab and Auto services, Bus operators and other public transport services must be regularly Audited and Inspected for Safety and adherence to guidelines, every six.   

Audit of these service operators and regulators be done frequently, like every six months,  to ensure that the all guidelines are being followed by the service provider correctly.

Audit and Impose Heavy Penalties for defaulters not Adhering to Safety guidelines and Appropriate checks. Audit can include that appropriate measures are in place like, tracking of cabs, drivers verification, maintaining appropriate licences, documents, safety guidelines, security practices, etc.

TECHNOLOGY TO MAKE THINGS SIMPLER !!

Use technology to make Enforcement simple and effective.  Use of CCTV Cameras can make the Enforcement very simpler, as the requirement of cops to watch and Enforce regulations is minimized. Increasing the monitoring on the CCTV stream from control room can actually prevent crimes from happening.   This will also create a sense of being watched by cops regularly and also create psychological barrier and Fear to commit crime.
